Moving ahead with LRT

Nov

Yesterday we took a major step forward for public transportation in our city. Council stepped up its level of commitment to getting LRT extended to Mill Woods – we’ve put money on the table, and we’re asking the Provincial and Federal governments to do the same. I am so pleased to see us make this move toward our desired goal.

Specifically, here’s the motion I made, which was seconded by Councillor Don Iveson, at Council yesterday:

That Administration develop a strategy for LRT development that will:

1. Provide a long term plan to build the LRT to serve the various quadrants of the City and the region

2. Prioritize the next steps to build the South East LRT from Mill Woods Town Centre to downtown as described in the staging report

3. Put a plan together for a P3 for the Southeast LRV garage

4. City commit to funding formula of $800 million from 2014-2018

5. Put a strategy to work with both the provincial and federal governments for funding support for the LRT.

When I was elected to City Council in 2007, my first motion as a new Councillor was to prioritize the Southeast LRT line. I’m still just as passionate about expanding LRT as I was then. Once the Southeast line is in place, the travel time from Mill Woods to downtown will be only 25 minutes, for 46,000 riders every day. This is the kind of system we need to provide viable public transportation alternatives for a city of our size.

The cost for Southeast and West LRT will be significant – so partnership with other orders of government will be required. The Province has already shown support for LRT through its GreenTRIP funding program, and the Federal government has invested in LRT in Edmonton and Toronto, Vancouver, and Ottawa. So I am confident we will find fair ways to expedite Edmonton’s Southeast LRT with help from these partners. We won’t require funds to begin construction until 2014, so we have time to reach an arrangement.

Preliminary engineering for the Southeast and West LRT is already underway, and the City is buying necessary land as it becomes available. If we see sufficient support from the other orders of government, we’ll have trains running to Mill Woods by 2018.

Thank you, Amarjeet, for remaining passionate & committed to what is, without question, the most important project that Edmonton needs to complete. While I'm pleased that the southeast line is the next step, I put to you a few thoughts. With a 2014-2018 timeline recommended for the southeast line, why not be more ambitious and push for concurrent starts to ALL remaining lines including a much needed and no less important line to the Edmonton International Airport. The federal government has stated, and I'm paraphrasing, that LRT is their priority, when it comes to infrastructure funding. Provincially, there is Green Trip money, that if I'm not mistaken, is money that belongs to us anyways, so the money is there somewhere. We need to push our partners in government to assist us in getting this long overdue necessity completed. We don't need this project complete in years to come .... we need it now. All of it. Thank you, Amarjeet.

Mark,
Thanks for your thoughts on this. We do need to have the whole LRT network up and running, but I believe our best strategy is to proceed in stages. The concern with the Federal and Provincial funding sources is that, at present, they are not guaranteed over the long term. To build the NAIT line, for example, the City took an opportunity by moving ahead when it did, before other orders of government had committed firmly to that line (which they now have). Without a coordinated infrastructure strategy that provides us with sustainable, dedicated funding, we are in a difficult position. There's also a limit to industry capacity with a project of this magnitude, so, again, I think we're better served by advancing in stages as we're able to acquire land, secure funding, and coordinate interest rates and construction costs.

LRT is a real blessing. You can reach your destination fast and you pay a reasonable ticket fee. With all the terrible traffic on the roads, going by train is the best option to travel. tile and grout cleaning Sydney
